        • Based on amount of impervious surface on property
        • Runoff goes in storm water system —> local waterways after picking up pollutants
        • Council initially allocated 0.5 cent of real tax; now replaced by fee. EPA started enforcement
        • As a fee brings in non-profits and church properties
        • Residential fee is based on hosing type
          • Condos
          • Townhomes
          • SFH
          • Large SFH
        • Non-residential different rates
        • Utility viewer to predict fee
        • Billing starts in May 2018, 2 payments a year
        • Credit system to reduce fee
          • Manual for ideas (expected Fall 2018)
          • Examples include rain barrels and use of permeable surfaces
